I would say that is a social topic that takes part in different aspects of society and it has to be shaped according to each situation we have to judge it. Therefore is relative and needs an appropriate assessment before taking a side on it.
The first question that arises before making any decision is about how our system has defined the human being as a citizen. I would say that following the Human Right Declaration as a reference, any new child born in equal rights and duties, without its gender, race or any other physical treat. This must be applied to any nature in any part of the world, as it praises the universal text. However, there are more complex principles which underpin the mechanics of the society.
Our world is essentially structured around technical development, which need the assurance that the best knowledge and minds take care of the future innovations. This is a claim that helps to define labour relations; whereas in the other spectrum of our communal life, politics and social institutions stand up for the rights for citizens. Rights that holds the basics of individual survival: shelter, food and access to a job.
As to keep this balance, within this two pillars bounds the market, which the capitalism law dictates that only the best ones are able to lead it. This is established in order to make a higher profit for the whole society, as the technique is more refined and able to provide bigger benefit. Hence, this rule takes us back to the first principle: there won't be any barrier of race, gender or social condition that can be taken into account in order to judge the individual qualities or the suitability for the labor.
Being driven to that conclusion, I would dear to say there won't be necessary for the Government to regulate the gender scheme at that level. Instead, has to make sure that all citizens will be raised with rights of education and freedom that enables the full development of individuals to access into the market; following the wise choice of their best qualities to eventually be a social asset for the whole society.
